Paris, March 19, 2026 – SAP today announces the launch of SAP Sovereign Cloud in France. This solution enables organizations to run their business-critical workloads in a sovereign cloud environment specifically designed to meet French security and regulatory requirements. As part of this launch, SAP will make the offering available on Bleu's cloud platform, based on a strategic partnership between the two companies.
This announcement continues SAP's commitment to sovereign cloud solutions in Europe, first introduced in September 2025, as well as partnerships with Capgemini, Sopra Steria and Mistral AI. The offering is aimed at public authorities and critical infrastructure operators that process sensitive data, including personal data protected by the GDPR (such as health and identity data), state sovereignty data and business-critical operational data.
With increasing demands for security, resilience and data sovereignty, SAP Sovereign Cloud in France enables organizations to modernize their critical systems while operating in a governance framework compliant with French regulations, in particular the SecNumCloud reference framework developed by ANSSI for trusted cloud environments. This initiative represents an important step to strengthen France's digital resilience and expand the European ecosystem for sovereign cloud solutions, in line with SAP's long-term investments in sovereign cloud and AI capabilities in Europe.

A trusted cloud for the most demanding organizations
SAP Sovereign Cloud in France is deployed on Bleu's cloud platform. Bleu is an independent French cloud company founded by Orange and Capgemini that is pursuing ANSSI SecNumCloud3.2 qualification for its services.
SAP will deliver sovereign SoftwareasaService (SaaS) offerings hosted and operated in France, enabling governments and regulated industries to leverage cloud innovation while complying with national regulatory requirements. SAP's approach is designed to meet these requirements as well as the highest standards of security and governance.

This launch is in line with the French State's “CloudattheCenter” strategy, which recommends organizations transform towards secure and innovative SaaS solutions that meet national needs.
It also reflects a broader Franco-German commitment aimed at strengthening the European model of digital governance. By bringing critical enterprise cloud capabilities under European jurisdiction, SAP and its French technology partners expand trusted deployment options for governments and regulated industries. With this announcement, digital sovereignty in France moves from a political debate to an operational reality.
