When using “Nominator” budget hierarchy, the top of hierarchy of company(without manager) cannot nominate others due to system validation.

So we can use the business rule configure in the save rule of spot award program to switch the budget holder of top of hierarchy to achieve the scenario.

Prerequisite:

Switch the program's budget hierarchy as “Nominee”. (Since the system will validate the budget holder at the first time, the user do not have manager cannot identify another user as its budget holder, so we will use the business rule to identify the correct budget holder later.)

Configure Step:

1. Create a business rule as below, replace the Mohan Kumar as your top of hierarchy and Program as your program.
   • 
2. Go to Configure Object Definitions -> Object Definitions -> Spot Award
3. Scroll down, add the business rule created in Step1 to the section Save Rules.
4. Then the program will achieve below scenario:
   • If the nominator is not the top of hierarchy , then set the budget holder as nominator's manager.
   • If the nominator is the top of hierarchy , then set the budget holder as nominator.

You can also add the user without manager but still need to use spot award to nominate others to the rule condition list.
