A rule evaluates a single moment, so it cannot express behavior that unfolds over time. A rule enforces, so it cannot simply describe what a process does. A rule holds a condition, not a goal, so it cannot say optimize for the cheapest compliant option. A rule has no native sense of localization, so the same logic must be duplicated to adapt across regions, segments, or risk levels. And rules mainly sit in a flat list in an engine, detached from the behavior they govern. Each gap has a cost. Together, they are why process knowledge stays scattered across engines, models, and documents, re-encoded wherever it is needed.
