Introduction
When working with SAP Central Business Configuration and SAP S/4HANA Cloud Public Edition, configuration changes are deployed from the CBC workspace to the connected system.
Sometimes, a deployment may not complete successfully. The CBC workspace can remain locked with the message:
“Your workspace is locked due to an ongoing deployment (scope or country/region activation).”
At the same time, when checking the Display Business Configuration Stagings app in SAP S/4HANA Cloud Public Edition, the staging may show the status:
“Activation Enqueue Failed.”
This blog explains what this status means, why it occurs, and how to resolve it.
What Does “Activation Enqueue Failed” Mean?
The “Activation Enqueue Failed” status generally means that the system could not start the activation because an IMG activity selected for activation is currently being edited by another user.
In other words, another user has the relevant IMG activity open in Edit/Change mode.
Because the IMG activity is locked by that user, the activation cannot be enqueued. As a result, the deployment from CBC cannot continue.
How to Identify the User Holding the Lock
The Maintain Business Configuration Stagings app can be used to check the activation request and identify the locking user.
Prerequisite
To use the Maintain Business Configuration Stagings app, the required business catalog must be assigned to the relevant business role:

Resolution Steps
Follow these steps to resolve the issue.
Step 1: Open the Maintain Business Configuration Stagings App
- Navigate to the Maintain Business Configuration Stagings app in SAP S/4HANA Cloud Public Edition.
- Open the staging that has the status: Activation Enqueue Failed
Step 2: Check the Logs
- Choose Show Logs.
- Look for the log entry with the status Error.
- Double-click the error entry to open the detailed information.
- The log provides information about the IMG activity and the user who is currently locking it.
Step 3: Ask the User to Release the Lock
- Contact the user who is currently editing the relevant IMG activity.
- The user should switch the IMG activity from Edit/Change mode to Display mode.
- This releases the lock on the IMG activity.
Step 4: Open the Activation Requests
- After the lock has been released, go to the Activation Requests tab.
- Choose: Display ↔ Change
- This switches the app to edit mode.
Step 5: Reactivate the Activation Request
- Select the relevant activation request.
- Choose Reactivate.
- The activation request will then be processed again.
What Happens After Reactivation?
Once the IMG activity is no longer locked and the activation request has been reactivated, the activation process can start again.
The deployment from CBC can then continue.
After the deployment completes successfully, the CBC workspace lock should also be released.
The important point is that the CBC workspace lock is a result of the ongoing deployment. The underlying issue needs to be resolved in the target SAP S/4HANA Cloud system by releasing the IMG activity lock and reactivating the request.
Conclusion
The “Activation Enqueue Failed” status during a CBC deployment can occur when an IMG activity is being edited by another user.
