Application Rationalization: Deciding What to Retain, Replace, or Retire

Most enterprise landscapes are full of applications nobody remembers approving. Some overlap in functionality, some run on unsupported technology, and some are used by only a handful of people. Every one of them still carries licence, support, infrastructure, and security costs. If you're planning an SAP S/4HANA transformation, these applications are also in the way, because they connect to the processes you're about to move.

Application rationalization is the discipline of deciding, application by application, what stays, what changes, and what goes.

Why it matters now

  • Cost: redundant applications drain budget that could fund innovation.
  • Risk: end-of-life and unsupported software widens your security and compliance exposure.
  • Transformation readiness: interfaces and extensions to legacy applications are easy to miss, and they surface late in migration planning.
  • Agility: a simpler landscape is easier to change.

Start with two questions

Rationalization gets complicated fast, so I like to reduce every decision to two questions:

  • Functional fit: does this application still support the business capability it was built for?
  • Technical fit: is the technology healthy, supported, secure, and maintainable?

Plotting each application against these two dimensions gives you a simple matrix. It's the same logic behind the Gartner TIME model (Tolerate, Invest, Migrate, Eliminate) used in SAP LeanIX, condensed into three action-oriented outcomes: Retain, Replace, Retire.

The RRR matrix

  • Retain (Invest): high functional fit, high technical fit. These are your strategic applications. Keep them and continue to invest.
  • Retain (Tolerate): low functional fit, high technical fit. The technology is sound but the business value is limited. Keep the application running and spend as little as possible on it.
  • Replace (Migrate): high functional fit, low technical fit. The business depends on it, but the technology is holding it back. Move the capability to a better-fit or modern solution, such as a cloud or SAP-standard alternative.
  • Retire (Eliminate): low functional fit, low technical fit. It adds cost and risk without adding value. Decommission it, archive the data you need to keep, and free the budget.

How to run it in practice

  1. Build the inventory. Capture applications, owners, lifecycle status, interfaces, and the business capabilities each one supports. If you can't see it, you can't rationalize it.
  2. Enrich the data. Add cost, user counts, technical condition, and risk.
  3. Assess fit with the application owners, ideally in a short workshop, and record the outcome (for example, a TIME classification) on each application.
  4. Prioritise. Start with clear Retire candidates and redundant applications supporting the same capability. These are the quickest wins.
  5. Plan and execute. Link each decision to an initiative and a timeline, and watch dependencies so you don't switch off something another process relies on.
  6. Keep it continuous. Rationalization isn't a one-off clean-up. Revisit it regularly so the landscape doesn't drift back into sprawl.

Tips from the field

  • Involve application owners early. They know the hidden dependencies.
  • Don't judge on cost alone. A cheap application can be business-critical, and an expensive one can be worthless.
  • Retain doesn't mean untouched. Set a review date for anything you tolerate.
  • Retirement includes data. Agree on archiving and retention before you switch anything off.
  • Treat go-live as a checkpoint, not the finish line.
