Introduction
SAP TechEd is back in Berlin — October 27–29, 2026 at Messe Berlin — and this year's agenda of course circles around agentic AI. Thinking about platform automation, where can AI adds value with the tasks you are facing when trying to automate the setup of the platform for your development teams via Terraform?
We will give our answer to that in the hands-on session XP265 | Define, generate, deploy: AI-driven spec-first Terraform.
What This Session Is About
Terraform has become the standard language for infrastructure automation to provision and manage resources on the platform like subaccounts, entitlements and service instances. As of today, your Terraform code is probably hand-crafted or you are using AI to help with creating the code.
In the latter case you probably paste in prompts into an AI tool and reiterate until the code works. And let’s be honest, you probably forget the prompts that led you to the result you provisioned to prod (I have been there)
This leaves a lot of promises behind that come with Terraform like collaborative work, enabling governance and secure as well as compliant setup.
In the hands-on session XP265 you will experience a different approach that overcomes these drawbacks.
Spec-driven Development
The main idea is to define a specification (or to be precise several specification documents) that capture your intent in detail and store it as markdown files that can be re-iterated upon and reused in other setups like the governance constraints you have in your organization.
One further ingredient of this approach is that we support with skills for the AI tool that give you guidance and have the good practices for the setup baked in.
In contrast to free-style prompting you can use our skill as commands in the agentic tool of your choice and follow along a structured flow from setting up the governance constraints to defining and detailing your scenario to generating Terraform Code.
What will be part of the hands-on workshop
You will experience the spec-driven development flow from start to end namely:
- Do the basic setup of the tooling
- Initialize the project via the spec-kit
- Define the governance constraints
- Define the scenario
- Detail the account setup
- Detail the service setup
- Detail the security setup
- Detail the connectivity setup
- Define the tasks
- Evaluate the design
- Generate the Terraform code
- Deploy the generated Terraform code

Who Should Attend
XP265 is aimed at administrators, platform engineers, and architects who are responsible for automating their platform setup. You need to be familiar with BTP concepts like subaccounts, entitlements, directories, etc. Basic Terraform knowledge is not required, but of course an advantage.
If you are already using Terraform provider and are curious about this approach this session will give you some inspiration on how to deal with Terraform and agentic AI.
