Wall village – September 19, 2024 – SAP SE announces an extensive investment program in the development of key technologies that are tailored to the needs of the public sector and heavily regulated industries. Over the next ten years, SAP is planning to invest over two billion euros in the development of high-proof, local and regulatory compliant cloud offers. The extended product portfolio aims to meet the special requirements of customers in the areas of autonomy and data control.
Innovative and sovereign cloud offering: SAP is driving digital transformation of the public sector and regulated industries
Geopolitical changes and technological upheavals pose enormous challenges worldwide. States exacerbate regulations for protecting sensitive data to react to growing threats such as espionage, cyber attacks and sabotage. At the same time, modern technologies such as cloud are indispensable for progress and competitiveness. SAP supports the public sector and the regulated industries with safe cloud solutions and thus contributes to national security. In addition, SAP has been actively involved in open source development since 1998 and expands its portfolio in order to now also use these critical areas even more specifically.

With our billion investment in sovereign cloud offers, we are making a clear signal: innovative strength and digital sovereignty go hand in hand. In addition to Delos Cloud for the public service, SAP plans another completely SAP-based offer with sovereign properties without introducing hyperscalers for an expanded customer group in Germany. This is aimed at public administration, regulated industries and other new and existing customers with an increased protection requirement. Initial VS-NFD (closure for service usage) Certified cloud infrastructure services should be available on the German market as early as 2024. The aim is to offer various levels of sovereignty in the areas of data, operation and regulatory system with the entire solution portfolio and to fulfill the increased safety requirements and the necessary safety level of customers.
1. SAP Cloud offer with sovereign properties and increased protection needs:
SAP complements its portfolio with a sovereign cloud offer in Germany, which provides fully SAP-based platform and software services for regulated industries and the public sector and with which the processing of VS-NFD is aimed at. The cloud infrastructure is provided in German data centers and operated locally by SAP, so that all data remains in Germany. As a result, SAP meets the highest security requirements in Germany. A VS-NFD-compatible infrastructure is expected to be available from the end of 2024, with the gradual VS-NFD compliant expansion around the central platform and software services by the end of 2025. Further accreditations and shares to expand the scope of services are planned for Q1 2026 and beyond.

2. Sovereign SAP Cloud offer based on Delos Cloud Cloud platform:
SAP subsidiary Delos Cloud GmbH is planning to provide the public service in Germany from 2025 the first only fully fully conflicted cloud platform based on Hyperscaler technology Microsoft Azure. With the signing of the cooperation agreements between SAP, Delos Cloud, Microsoft and Arvato Systems, the project has reached another milestone. This makes the cooperation of the companies bindingly agreed when providing the cloud platform for the public sector in Germany and the confident range of Delos Cloud is sustainably ensured.
“I welcome the conclusion of the announced cooperation agreements on the technology partnership as an important prerequisite for the successful implementation and further cooperation in the important MSSC project,” says State Secretary and Federal CIO Dr. Markus Richter.
The cloud platform should be confident in accordance with the regulatory requirements of the federal government in terms of data, operation and regulatory. As a sovereign cloud offer, Delos Cloud is intended to fully meet state requirements for data protection, IT security and secret protection. As the German owner of the infrastructure, Delos Cloud GmbH takes over both the platform operation and the licensing of its products. Thus, sensitive administrative data, including VS-NFD-classified data, are processed exclusively in German data centers without access by Microsoft. The data centers are operated by safety -checked staff in Germany.
The core of the offer are the SAP and Microsoft services provided by Delos Cloud. As early as 1st half of 2025, Microsoft Foundational Services and in the 2nd half of 2025 Microsoft Mainstream Services and Microsoft Office 365 are available. The SAP services will gradually be available on the cloud platform by 2026. The platform will be technology and providers’ neutral, so it will also expressly support open source solutions and own developments by customers.
Strategic realignment: Martin Merz as a global director of the Sovereign Cloud Business
As part of the strategic realignment, Martin Merz was appointed as President Sacheign Services & Delivery as the global director of the Soverägn Cloud Business. With the creation of a new central unit, SAP specifically bundles existing skills to raise the sovereign cloud business to the next level. This structure enables closer integration of sales and delivery along the entire value chain in order to respond to the requirements of the market more efficiently and specifically.
