Congratulations to all public services customers and partners who submitted entries this year. Your commitment to leveraging SAP solutions to improve lives, strengthen governance, and drive operational excellence continues to inspire us all.

This year’s submissions demonstrated remarkable ingenuity from AI-powered infrastructure decisions to real-time financial intelligence platforms serving millions of citizens. We are proud to spotlight the exceptional organizations leading the way.

Award Winners

City of Madrid (Spain) – Winner of the Industry Leader category

Madrid's vision for an AI-driven, citizen-centric capital was realized by replacing fragmented legacy systems with a unified SAP cloud foundation. This transformation eliminated manual bottlenecks, enabled real-time controls and AI-assisted audits, and achieved significant outcomes: over 10,000 workdays saved annually, consolidation of 12 million taxpayer records into 5.1 million verified golden records and 98% property tax collection efficiency. Beyond these metrics, the project restored legal certainty and public trust, accelerated citizen services, and established a scalable, clean-core platform that allows the city to rapidly deploy new digital and AI capabilities. This transformation not only benefits Madrid's 3.5 million residents but also sets a new standard for modern public administration.

Ministry of Defence of Ukraine – Winner of the Financial Futurist category

The Ministry of Defence of Ukraine replaced slow, spreadsheet-driven budget routines with a secure cloud-based financial intelligence platform that consolidated 2.8 million treasury documents, governed $65.6 billion across 800+ spending units, and real-time financial visibility. The system cut reporting labor by roughly 67%, eliminated paper processes, improved audit traceability and governance, and enabled faster, more accurate resource allocation while establishing an AI-ready foundation for predictive risk management. By turning delayed summaries into live, drill‑down financial command, the system strengthened decision quality and national resilience when every hour matters.

Federal Tax Authority (UAE) – Winner of the Services Superstar category

The Federal Tax Authority scaled its EmaraTax ecosystem on SAP Tax and Revenue Management to support the new regime, delivering a single, resilient national tax platform that supports end-to-end registration, filing, payments and audit-ready accounting. The solution handled processed about one million filings during busy periods and achieving a 92%+ filing rate while sustaining uninterrupted service and high customer satisfaction. Built for rapid, configuration-driven change, EmaraTax preserved public trust, reinforced compliance and positioned the UAE with a future-ready, scalable tax administration that won the Zero-Bureaucracy award.

Finalist

Department of Transport and Main Roads (Queensland, Australia) – Finalist in the AI Excellence category

Queensland’s Department of Transport and Main Roads transformed its pavement planning system by implementing ADVICE, a cloud-based, AI-enabled optimization platform utilizing SAP AI Core. This new system models whole-of-life costs and millions of treatment scenarios across 33,000 km of roads over a 20-year horizon. Engineers can now run statewide optimizations in just one day, instead of a week, freeing approximately $9.5 million annually for reinvestment in high-priority maintenance. This change boosts safety, extends asset life, and ensures every dollar of the $500 million annual pavement program delivers maximum public value.

Hacienda Bogotá (Colombia) – Finalist in the Industry Leader category

Bogotá's Secretariat of Treasury transformed its financial systems by deploying SAP S/4HANA Cloud, SAP Tax and Revenue Management, and a secure Oficina Virtual that authenticates taxpayers with national registries, removing identity-driven revenue leakage and creating a unified source of truth for budget, treasury, and accounting. This transformation yielded substantial outcomes, with $3.7 billion collected in 2024, $370 million recovered in overdue debt, and process times reduced from 15 days to 1. This transformation reinstated public trust and legal certainty, enabled efficient budget management, funded critical infrastructure and social programs, and serves as a repeatable model for district-wide treasury modernization.
