Walldorf, Germany / San Francisco, California – September 24, 2025 – The SAP SE And Openaai announced the start of Openai for Germany today. The aim is to make the Enterprise expertise from SAP and the leading AI technology of Openai usable for the public sector in Germany. In order to ensure digital sovereignty, Openai is offered for Germany by the SAP subsidiary Delos Cloud, which is based on Microsoft Azure Technology.
The cooperation enables millions of employees in the public sector to use AI safely and responsibly and to comply with strict requirements for data sovereignty, security and legal requirements.

As part of this cooperation, the implementation of which is to start 2026S, Openai, SAP and Microsoft will support employees in authorities, administrations and research institutions in Germany in accelerating their daily work and getting more time for value -adding tasks instead of administrative activities. Openai for Germany also serves as a cornerstone for the development of tailor-made applications for the public sector and the direct integration of AI agents into existing workflows in order to automate and improve processes such as file management or the analysis of administrative data.
To support this project, SAP plans to expand the existing infrastructure of Delos Cloud in Germany to 4,000 GPUs for AI workloads. Depending on the future demand, SAP will also continue to invest in applied AI skills in Germany-with scaling through existing, SAP-own infrastructure as well as new cooperation with colocation providers and other partners. These measures aim to expand the offer to additional industries and markets in Europe.
Openai for Germany directly supports the national AI ambitions of Germany. The federal government’s high-tech agenda aims to achieve a AI-driven added value of up to 10 % of GDP by 2030-a clear signal for a comprehensive introduction of AI in business and public sector. Meanwhile, the “Made for Germany” initiative has promised investments of more than 631 billion euros by 61 leading companies and global investors – including SAP – to speed up growth and modernization. SAP has also recently announced an investment of more than 20 billion euros to strengthen Germany’s digital sovereignty.
