NL DMS: Digitaal Dossier for document submission in the Netherlands
The Regulatory change manager (RCM) has been updated with information on the Digital Dossier legal change HERE
The planned delivery date is 31 Aug. 2026, as outlined in the announcement:
- The Digitaal Dossier is a new Dutch Customs initiative that modernizes how companies submit documents for import and export declarations.
- The legal change is in a transition phase. The new standard procedure is expected to be established by May 16, 2026. A potential transitional period is being further developed. Customs by default expects companies to arrange the necessary connection at the starting date of the Digitaal Dossier functionality by May 16th. As the delivery of this legal change is not planned at this point but during the transitional phase, please inform Dutch Customs no later than May 1st by sending an E-Mail to Douane.Digitaal.Dossier@douane.nl.
Consequently the published due date is an estimate until final timeline is communicated by customs authorities.
Given this information, if relevant for your business, please contact asap the Douane email as above, to state that the the May 16th date cannot be met by your company, as not informing Customs may lead to further issues.
PASSAR NE015 v5: With increment DFEA-4210, Swiss customs introduced version 5 of the export declaration (NE015). The new message version includes enhancements for warehouse traffic, partial deliveries, and other changes. A migration to version 5 is absolutely necessary to continue to enable the message exchange.
