WALLDORF, Germany / SAN FRANCISCO, California – September 24, 2025 – The SAP SE and OpenAI today announced the launch of OpenAI for Germany. The aim of the partnership is to make SAP's enterprise expertise and OpenAI's leading AI technology usable for the public sector in Germany. To ensure digital sovereignty, OpenAI for Germany is offered by the SAP subsidiary Delos Cloud, which is based on Microsoft Azure technology.
The collaboration enables millions of public sector employees to use AI safely and responsibly, while adhering to strict data sovereignty, security and legal requirements.

As part of this collaboration, which is scheduled to begin implementation in 2026, OpenAI, SAP and Microsoft will support employees in authorities, administrations and research institutions in Germany to accelerate their daily work and have more time for value-adding tasks instead of administrative activities. OpenAI for Germany also serves as a cornerstone for the development of tailor-made applications for the public sector and the direct integration of AI agents into existing workflows to automate and improve processes such as records management or the analysis of administrative data.
To support this effort, SAP plans to expand Delos Cloud's existing infrastructure in Germany to 4,000 GPUs for AI workloads. Depending on future demand, SAP will also continue to invest in applied AI capabilities in Germany – with scaling via existing, SAP-owned infrastructure as well as new collaborations with colocation providers and other partners. These measures aim to expand the offering to additional sectors and markets in Europe.
OpenAI for Germany directly supports Germany's national AI ambitions. The federal government's high-tech agenda aims to achieve AI-driven value creation of up to 10% of GDP by 2030 – a clear signal for the widespread introduction of AI in business and the public sector. Meanwhile, the “Made for Germany” initiative, now supported by 61 leading companies and global investors – including SAP – has committed investments of more than 631 billion euros to accelerate growth and modernization. SAP also recently announced an investment of more than 20 billion euros to strengthen Europe's digital sovereignty.
