New Sovereign Cloud collaboration combines SAP enterprise application expertise with AWS cloud infrastructure to enable customers in highly regulated industries to pursue AI innovation.
Walldorf — September 24, 2025 — Amazon Web Services (AWS), an Amazon.com (NASDAQ: AMZN) company, and SAP SE (NYSE: SAP) today announced that SAP Sovereign Cloud solutions will be available on the AWS European Sovereign Cloud. The AWS European Sovereign Cloud is a new, independent cloud for Europe. Amazon is planning investments of 7.8 billion euros for this.
The collaboration builds on the companies' long-standing partnership and SAP's comprehensive new approach to digital sovereignty and AI innovation. SAP Sovereign Cloud solutions are security-hardened offerings from SAP that are aligned with industry standards for regulated industries and governments. The collaboration will combine these solutions and SAP's deep business application expertise with AWS' infrastructure and operational expertise to meet customers' evolving digital sovereignty needs in Europe.

The AWS European Sovereign Cloud, whose first AWS Region is scheduled to be available in Brandenburg by the end of 2025, is designed to provide public sector organizations and customers in highly regulated industries with further choice in the design of their systems. The offering can help these organizations meet their specific digital sovereignty needs, including data localization, operational autonomy and resilience. SAP Sovereign Cloud features are already available on AWS in Australia and New Zealand (since 2023), the United Kingdom (since 2024), and Canada and India (since early 2025). The integration of SAP's capabilities into the AWS European Sovereign Cloud is an important milestone for customers across Europe.
The SAP Sovereign Cloud enables organizations to securely innovate, comply with local laws and scale on their own terms. The SAP Sovereign Cloud solutions on the AWS European Sovereign Cloud will initially include the SAP Business Technology Platform and SAP Cloud ERP. These solutions provide customers with a secure foundation for managing business-critical processes and sensitive data while supporting compliance with relevant regulations.
